From tool sprawl to intent control

The answer is not a thirtieth tool. It is a layer above the tools you own, where a person declares an outcome and a governed agent decides which of your existing systems to call to reach it. The sprawl stays; the burden of stitching it together moves off your people.
Intent as the unit of work
When intent is the unit of work, the operator stops thinking in consoles and starts thinking in outcomes. "Contain this," "roll this back," "prove this control." The harness maps that intent onto the drivers it is allowed to use, and records the whole path.
